Position Summary & Responsibilities

Position Summary:  

The Key/Instrument Manager is responsible for the overall management, security, accountability, and control of the organization’s key and tool inventory. 

This position maintains accurate records of all keys, access devices, tools and related security assets; oversees the issuance, return, replacement, and reconciliation of keys; and ensures that key access is appropriately authorized and documented.

The Key/Instruments Manager works closely with Security, Facilities, Nursing, Environmental Services, Administration, and other departments to maintain effective access control throughout the organization. The position identifies and addresses key-control concerns, conducts routine audits and inventories, maintains required documentation, and supports the organization’s overall security and safety objectives.

Job Responsibilities may include but are not limited to the following:  

Key/Tool Inventory and Control


  • Maintain complete and accurate inventory of all organizational tools, keys, key rings, access devices, and other assigned access-control assets. 

  • Establish and maintain a system for the issuance, assignment, return, replacement, and tracking of keys and tools. 

  • Verify authorization before issuing keys or other access devices. 

  • Maintain records identifying the key(s) assigned to each employee, department, location, or function. 

  • Ensure keys are appropriately labeled, secured, stored, and accounted for when not in use. 

  • Maintain secure control of master keys and other keys providing elevated access. 

  • Monitor and control access to key storage areas and key-control systems. 

  • Ensure duplicate keys are produced only with appropriate authorization.

Key Issuance, Retrieval, and Accountability


  • Coordinate the issuance and return of tools and keys for employees, departments, contractors, and other authorized individuals. 

  • Collect and reconcile keys when employees transfer positions, change departments, go on extended leave, or separate from employment. 

  • Conduct routine and as-needed key inventories and reconciliations to identify missing, unreturned, or improperly assigned keys and tools. 

  • Investigate discrepancies in tool/key inventory and promptly report unresolved or significant security concerns. 

  • Establish and maintain procedures for reporting lost, stolen, damaged, or misplaced tools/keys. 

  • Maintain documentation of lost, stolen, damaged, or compromised tools/keys and coordinate appropriate follow-up. 

  • Coordinate re-keying or other corrective action when keys are lost, stolen, or otherwise compromised.

Access Control and Facilities Coordination


  • Work closely with Facilities regarding key duplication, re-keying, lock changes, and other access-control needs. 

  • Coordinate with departments to evaluate and address key and access needs. 

  • Work with authorized vendors regarding key-control and physical access services. 

  • Assist with maintaining effective access controls for restricted, high-security, and sensitive areas.

  • Identify potential vulnerabilities related to physical keys and access and recommend appropriate corrective action

Documentation, Auditing, and Compliance


  • Maintain accurate and current key-control records and documentation. 

  • Conduct periodic audits of tool/key assignments and inventory. 

  • Provide reports regarding tool/key inventory, assignments, discrepancies, and access-control concerns as requested. 

  • Maintain documentation in accordance with organizational policies and applicable regulatory requirements. 

  • Assist with developing, reviewing, and maintaining policies and procedures related to tool/key control and physical access. 

  • Ensure tool/key-control practices support organizational security, safety, and regulatory requirements.

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.

Qualifications

Minimum Requirements


  • One year of experience in security, access control, inventory management, facilities, or a related field.

  • One year of experience maintaining accurate records and tracking assigned property, equipment, or other controlled assets.

Preferred Requirements


  • Experience with key-control systems, electronic access-control systems, or physical security operations.

  • Experience in a healthcare, behavioral health, correctional, governmental, or other highly secure environment.

  • Experience with locksmithing.

  • Previous supervisory or leadership experience.

Physical Requirements


  • Ability to stand, walk, bend, stoop, reach, and lift as required to perform security and key/tool-control duties.

  • Ability to transport tools, keys, records, and other security-related materials.

  • Ability to respond promptly to security situations throughout the facility.

  • Ability to work in a variety of indoor and outdoor environments as required.

Post-Offer, Pre-employment Requirements:


  • Must be able to pass a background check prior to employment.

  • Must take and pass a pre-employment drug screening test.
