Responsible for the lifecycle of technical procedures including regulatory alignment, the development and delivery of procedure training, process tracking and continuous procedure improvement.

Responsibilities

This position can be based in the following locations: El Paso, Oklahoma City, Tulsa, Overland Park, or Topeka

Key Duties and Responsibilities

+ Monitor and report on Management of Change (MOC) activities for operations procedures from initiation through completion.

+ Develop and maintain enterprise-wide course content for Company Standards related to procedure changes and Federal, State and Local regulation changes.

+ Facilitate the coordination of subject matter experts (SMEs) for scheduled and ad-hoc procedure reviews.

+ Monitor regulatory changes and relevant industry activities to assess organizational impact and support appropriate response actions.

+ Develop and maintain procedure reference tools to support field procedure usage.

+ Collaborate with stakeholders in the development and enhancement of training content/material. Ensure stakeholders have an understanding of the training material they deliver.

+ Administer procedure change approval workflows and troubleshoot issues within approval automation software. Identify and engage appropriate operations management and/or relevant internal teams to develop solutions.

+ Responsible for the maintenance and cataloging of the Central Engineering distribution manuals and programs SharePoint site to include regulatory references, procedural references and identified subject matter experts (SMEs).

+ Collaborate with stakeholders on drafting edits and updating procedural changes that are identified through field operations internal reviews.

+ Responsible for the communication and training efforts related to procedure changes for contractors.

+ Create and maintain rosters of affected personnel for enrollment in applicable trainings related to company procedures, standards and Federal, State and Local regulation changes.

+ Maintain accurate records of procedure changes, including documentation of employee training on revised procedures to ensure compliance.

+ Regular and reliable attendance is required in performance of the job.

+ Employee may be required to perform additional duties as assigned.

Qualifications

Education Requirements

Bachelor’s degree in Business Administration, Engineering, Compliance or related field required.

Experience

+ In addition to education, this role typically calls for five to seven years of relevant professional experience. (Minimum of four years’ relevant experience are required).

+ Experience with regulatory agencies pertaining to operational standards and the development and content of technical and/or non-technical training programs and/or administration.

+ Experience interpreting internal and external business issues, best practices, governmental regulations, training materials, safety manuals, field procedural manuals, equipment specifications, policies, procedures and correspondence.

+ Demonstrated ability and knowledge with pipeline/field operations, technical applications and/or customer/field experience.

+ Previous experience with regulatory agencies and governmental laws pertaining to Company operations, related codes and standards and developmental training programs.

+ Demonstrated ability in reviewing, interpreting and/or analyzing company policies, procedures and records, equipment manuals, certification tests, governmental regulations and guidelines, contracts and technical training documents.

+ Previous experience in technical training, transmission/distribution pipeline operations, internal controls and audit techniques and the energy industry.

+ Experience analyzing, compiling, trending and/or preparing data.

+ Knowledge of oil and gas industry terminology, pipeline safety inspections, federal and state pipeline safety regulations and enforcement and compliance practices of regulatory agencies.

+ Working knowledge of how to identify, research, evaluate and prioritize problems or specific situations and coordinate an appropriate action/response.

+ Experience in use and function of Microsoft Office including excel, access, word, power point, SharePoint and Microsoft Power Automate.

+ Demonstrated ability in managing projects and working collaboratively with cross-functional teams on long-term projects or programs.

+ Demonstrated ability to communicate effectively with internal and external customers.

+ Demonstrated ability to read and write fluently in English.

Licenses and Certifications

Required applicable driver’s license. Requires travel to other company offices and facilities and to job sites.

Additional Requirements

Mobility to travel in and around plant and office facilities and around job sites out-of-doors.

Able to communicate and exchange information.

Visual ability sufficient to perform job duties.
