Job Description

Summary/Objective  

The Human Resources Specialist – Compliance reports to the Director of Human Resources and Risk Management and performs professional and technical work in assigned HR compliance and risk-related programs. Primary responsibilities include ADA coordination, workers’ compensation, unemployment claims, risk and claims coordination, compliance reporting, policy and procedure support, training support, and related records management. This position serves as the City’s ADA Coordinator and staff liaison to the Human Rights Advisory Board, supporting compliance with applicable laws, City policies, nondiscrimination requirements, equal opportunity practices, and civil rights-related initiatives.  

Essential Functions 

Risk Management, Claims Coordination, and Insurance Support. 

  • Performs assigned Human Resources risk management and claims-related activities, including tracking, records management, audit support, insurance application and renewal support, and related reporting. 
  • Assists with claims coordination involving departments, insurers, third-party administrators, legal counsel, outside agencies, and other parties as assigned. 
  • Maintains effective working relationships with City departments, vendors, insurers, third-party administrators, legal counsel, outside agencies, and the public to support assigned compliance and risk functions. 

ADA Coordination and Civil Rights Compliance. 

  • Serves as the City’s ADA Coordinator and primary resource for ADA-related questions, requests, and compliance activities. 
  • Coordinates accommodation requests, interactive process documentation, communications, and related follow-up. 
  • Provides technical guidance to City staff regarding assigned employment, civil rights, disability accommodation, workers’ compensation, unemployment, and related compliance processes. 
  • Researches, interprets, and applies applicable policies, procedures, laws, regulations, and program requirements related to assigned HR compliance and risk functions. 
  • Exercises independent judgment to support consistent application of assigned compliance-related policies, procedures, and practices. 

Workers’ Compensation and Unemployment Administration. 

  • Coordinates workers’ compensation program activities, including claim intake, documentation, reporting, communication with departments, and coordination with third-party administrators, legal counsel, medical providers, and other parties as assigned. 
  • Assists departments with workers’ compensation procedures, injury reporting, modified duty, return-to-work coordination, and related requirements. 
  • Coordinates unemployment claims administration, including timely responses, documentation, tracking, hearing preparation, and communication with applicable agencies and departments. 
  • Maintains related case files, records, reports, and supporting documentation. 

Records, Reporting, and Analysis. 

  • Completes, maintains, and updates required compliance-related records, statistics, reports, logs, and documentation, including work injury reporting and assigned audit materials. 
  • Exercises independent judgment in researching, analyzing, interpreting, and applying policies, procedures, laws, regulations, and program requirements related to assigned HR compliance and risk functions, including claims, trends, and program effectiveness. 
  • Prepares reports, summaries, findings, and recommendations to support departmental planning, compliance efforts, risk management functions, and decision-making. 

Policy, Procedure, Training, and Human Rights Advisory Board Liaison Support. 

  • Assists with reviewing, developing, updating, and implementing policies, procedures, forms, notices, and training resources related to compliance, risk, ADA, and related Human Resources functions. 
  • Supports training coordination and employee communication related to assigned compliance and risk management programs. 
  • Serves as staff liaison to the City’s Human Rights Advisory Board by coordinating meeting logistics, agendas, minutes, records, reports, and related communications in accordance with applicable City procedures. 

Other Duties. 

  • Assists with special projects, audits, training coordination, and program improvement efforts related to compliance and risk administration. 
  • Performs other related duties as assigned in support of departmental and organizational needs.
