Position Summary & Responsibilities

Position Summary:    

The position (K0231882)

Provides programmatic and administrative technical assistance to all health departments and preparedness regions, including the two Cities Readiness Initiative regions, to ensure compliance with federal program requirements. Review data submissions from each health department and region to facilitate ongoing improvement in their preparedness levels for all PHEP capabilities.

Provide training to external partners to address gaps identified in the integrated preparedness planning workshop and through review of submitted reports. Schedule, plan, host, and conduct follow up for the preparedness training series. Manage training data in KansasTRAIN. Monitor and review KS-Train for meeting dates, training plans, invitations, meeting rosters for attendance, and assure that the attendance rosters are completed correctly and accurately.

Communicate programmatic information for the CHEMPACK program between federal and local partners to ensure program functions are being met and partners are aware of when, how, and why CHEMPACK is used and managed. Provide training to external partners on the CHEMPACK program.

Serve as KDHE system administrator for the Kansas Health Alert Network. Manage users, develop protocols, direct system enhancements, develop training, and provide technical assistance. Send messages through KS-HAN when requested through the correct protocol. Assist the grants team with contract renewals for the KS-HAN system. Work with the communications team to review and update the internal and public-facing webpages related to KS-HAN.

Job Responsibilities may include but are not limited to the following: 

Collect training data for technical assistance on medical countermeasures. Assists with federal reporting and the development of cooperative agreement applications and progress reports. 

Assists with gathering information for the annual integrated preparedness planning workshop and development of the annual multi-year integrated preparedness plan. 

Perform response-related activities during public health disasters. Will work with the KDHE Radiation Section on training and with other federal, state, and local partners on the response to a radiological event and staffing a reception center in the event of a radiological incident. Serve as back-up for sending KS-HAN alerts and managing bed capacity 

Qualifications



  • Education:  
    • High School, GED
  • Licensing & Certification:

    • Valid Driver’s License – Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.         
  • Minimum Qualifications:  


    • One year of experience in planning, organizing, and directing the work of a department, program, or agency. Education may be substituted for experience as determined relevant by the agency.

    • Word, Excel, PowerPoint, Access

    • Proofreading, editing, attention to detail

    • Ability to understand/follow verbal/written instructions

    • Effective Collaboration skills

    • Ability to work calmly and effectively during stressful conditions

    • Public speaking, meeting planning, and partnership building experience
  • Preferred Qualifications:  


    • Bachelors Degree in Business Administration, Public Health Administration, Communications, Emergency Management or related field

    • Adult Learning experience related to teaching and training design

    • Database management skills, including producing reports and analysis tools

    • Strong resource management and organizational skills

    • Excellent writing and interpersonal communication

    • Familiarity with NIMS, ICS, and HSEEP.

    • Identify and analyze problems, select and implement solutions using sound principles

    • Accurately interpret technical guidance and correctly apply and teach in understandable format

    • Disaster response experience
