Job Description
Essential Functions
- Enforce and maintain compliance with all federal, state, and local laws and ordinances;
- Supervise, evaluate, and train division personnel;
- Assist with the budget, control expenditures and provide input on revenue sources;
- Prepare and complete reports;
- Perform public education, speaking and outreach when new projects are being implemented and for ongoing activities;
- Assist with the development of short-term and long-term goals for Public Works Department;
- Assist with the development and administration of the Public Works Department policies and procedures;
- Field questions, concerns, and complaints from the public;
- Supervise the operation of the Landfill and Transfer Station, Recycling Center, Household and Hazardous Waste and Noxious Weed to insure that all aspects of the Solid Waste Division are available to the Public;
- Consults and advises the Public Works Director on matters relating to department operations;
- Research the type of equipment to purchase or programs to support, prepare bid specifications for equipment, projects and supplies. Determine cost alternatives with pros and cons, and provide recommendations;
- Assist with the preparation of budgets and management of the Landfill and Transfer Station, Recycling Center, Household and Hazardous Waste and Noxious Weed expenditures in compliance with State and County policies. This includes maintaining daily and monthly records of income and expenditures and providing detail to the auditor to satisfy financial accounting procedures as dictated by statute. This also includes periodic reports regarding funds received and funds in arrears from creditors, as well as requesting/monitoring grant funds received through the Regional Solid Waste Committee;
- Responsible for management of employees, to include hiring, coaching and counseling, termination and performance assessment;
- Maintain efficient office procedures, including written office procedures for all activities in conjunction with the office manager;
- Advise and consult with the Public Works Director regarding County policy, contractual agreements and other matters as directed by the Public Works Director;
- Keep the Public Works Director informed regarding activities and issues related to the public;
- Attend recognized training programs, conference and meetings as requested or as needed;
- Maintain accurate records and prepare required reports;
- Plan and present training and educational programs;
- Oversight of snow removal for designated County areas;
- Confer with KDHE and other state and federal agencies about projects and activities in Franklin County as related the Landfill and Transfer Station;
- Maintain integrity of prior landfill operation including maintaining cap, being responsible for monitoring of test wells and work with the State in following regulations relative to the closing of a landfill operation;
- Seek sources for sale of recyclables to attain the greatest revenue available;
- Collect monies from recyclables to help offset the costs of the recycling program in Franklin County;
- Provide educational tours of the recycling center to area grade schools to promote recycling in Franklin County;
- Provide monthly pickups of recyclables from the elderly who are unable to come to the Recycling Center with their recyclables;
- Maintain and update HHW classes required for disposal certification;
- Responsible for reporting information on state survey maps, reports and daily paperwork;
- Plan, assign, and supervise Chemical Applicator staff
- Maintain chemical rates, inventory and log of chemicals sold to the general public;
- Advise public on weed control techniques and legal responsibilities;
- Complete and submit annual noxious weed report required by KS Dept. of Agriculture;
- Assist in proper storage of chemicals;
- Coordinate weed control activities with related state, county and local jurisdictions;
- Assist with coordination of the County brush control program;
- Research and order parts, supplies and equipment;
- Perform other duties as assigned.

- Computer program to run the Transfer Station;
