Position Summary & Responsibilities
Position Summary:
This position reports to the Behavioral Health Quality and Technical Assistance Program Manager and is part of the Quality Assurance team in the Behavioral Health Services Commission (BHS). This position assists with activities as it relates to the oversight of established, new, or upcoming programs throughout the BHS commission, Evidence-Based Practices (EBP), and Certified Community Behavioral Health Clinic (CCBHC) implementation and review. This role is expected to be highly collaborative, working across internal and external stakeholders to ensure programs are implemented and supported in the manner desired by KDADS. The ideal candidate for this position is an individual who understands the importance of outcome-based measurement and how quality standards can be leveraged to encourage continual quality improvement across an organization.
Key Responsibilities:
- Utilize data to inform and drive continuous quality improvement across various behavioral health and integrated care programs.
- Develop comprehensive reports supporting CCBHC certification, quality assurance recommendations, and corrective actions.
- Conduct root cause analysis to identify issues and develop effective solutions.
- Frame SMART goals (Specific, Measurable, Achievable, Relevant, Time-bound) to help organizations continuously improve their operations and expand access to care in their communities.
- Collaborate extensively with both internal and external stakeholders to ensure successful program implementation and support.
- Approach compliance as an ongoing opportunity for growth and improvement, not just a checkbox for adherence.
- Assist in developing and refining processes that promote a culture of continuous quality improvement.
- Engage with diverse behavioral health and integrated care providers to understand and address their unique needs and challenges.
A proactive mindset and strong writing skills, along with expertise in data analysis and collaboration are key attributes for this role. The ideal candidate will be driven by the challenge of enhancing program quality, has a keen eye for identifying opportunities for improvement, and can effectively communicate their findings and recommendations. Job Responsibilities may include but are not limited to the following:
Center-Level Quality Assurance
- Conduct reviews of programs within the scope of KDADS oversight to ensure compliance with established expectations, fidelity models, best practices, or other data points as determined by KDADS leadership. This includes participating in consensus scoring, traveling as needed to conduct reviews, and preparing detailed reports for centers regarding review outcomes.
- Collaborate with other KDADS staff to develop action plans for improving fidelity and program implementation.
- Based on review, assign to the program/center a Continuous Quality Improvement Plan or Corrective Action Plan based on the information reviewed and level of urgency of corrections. Work with Technical Assistance staff to provide guidance and resources to the program on identified issues as applicable. Monitor KDADS’ implementation of programs, including the CCBHC program and Evidence-Based Practices (EBPs), across all agencies in Kansas.
- Identify and work with the technical assistants to resolve any issues related to program implementation in Kansas
- Document and track all quality assurance activities and create reports as needed for audit purposes.
State-Level Quality Assurance
- Assist in the identification of training needs for the Behavioral Health Services division of KDADS
- Assist in the creation of training materials, operating manuals, and policies and procedures for the Behavioral Health Services division of KDADS.
- Provide leadership at the state and regional levels when assigned for KDADS Behavioral Health Services Commission, focusing on Quality Assurance efforts across all behavioral health services.
- Assist in the collection and evaluation data as requested, including quality audit reports, the quarterly report, reports to the Kansas legislature, and other requested reporting of the Behavioral Health Quality and Technical Assistance Program Manager.
- Make recommendations for improvement by ensuring standards and safety regulations are accurate and comply with state and federal guidelines. When needed, provide insight and justification for updating internal policy standards and regulations overseeing the different programs within KDADS.
Completes special projects and performs other duties as assigned including but not limited to ensuring that agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. This position will also be available to troubleshoot high risk cases that are needing assistance through the KDADS front desk referral system.
Qualifications
Minimum Qualifications:
- One year of experience in planning, implementing, and monitoring activities relevant to program management.
- High School Diploma with 2 years experience in an office environment
- High level of organization and attention to details
- Knowledge and passion for behavioral health
- Experience with Microsoft Office suite
- Unrestricted Drivers License
- Travel (up to 50% of time, mainly in State, with occasional out-of-state travel for training and conferences)
Preferred Qualifications:
- One year experience working in the behavioral health field in the State of Kansas.
- Lived Experience with behavioral health
- Familiarity with Evidence-Based Practices (EBP) and the implementation and review of behavioral health programs.
- Federal, State, and/or local project grants management and implementation experience.
- Experience in working with diverse stakeholder groups or committees.
- Working knowledge of community behavioral health services for adults or children.
- Experience interacting with public health and social service professionals, administrators, and state officials.
- Four years of experience in business or related human service field.
