The mission of the Division of the Budget is to provide for the effective and efficient management of Kansas state government. The Division of the Budget has central responsibility for the state budget process and management of state government. Within broad guidelines set by law, the Division issues instructions, regulations and directives that determine how state agencies propose and justify requests for expenditure authority. Findings and conclusions arising from that analysis are submitted to the Governor and become the basis for the Governors recommendations to the Legislature.

Compensation:

  • Salary Range: $65,000 – $85,000/yr

Note: Salary can vary depending upon education, experience, or qualifications.

Position Summary & Responsibilities:

The Division of the Budget is seeking a Budget Analyst responsible for reviewing State of Kansas agency funding authorized by legislation that governs agency missions, programs, and regulatory functions.

The Division of the Budget has central responsibility for the state budget process and management of state government.  Within broad guidelines set by law, the Division issues instructions, regulations and directives that determine how state agencies propose and justify requests for expenditure authority.  Findings and conclusions arising from that analysis are submitted to the Governor and become the basis for the Governors recommendations to the Legislature.

Because of its central role in budget formulation, the Division serves as a source of explanation to the Legislature and to legislative staff and committees while the Governors proposals are being considered for adoption. 

The Budget Analyst is also tasked with preparing appropriation bills for introduction that reflect the Governors budget recommendations to the Legislature; monitoring legislative action and preparing fiscal notes on pending legislation.  It also provides extensive staff support to the Governor on budget and related policy issues, often under short time constraints.

Qualifications:

A masters degree is preferred, however a minimum of three years of experience and skills in budget, program, and quantitative analysis as well as excellent written and oral communications will be considered.  Candidate should have imagination and a commitment to high level performance.

Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas.  Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer.  A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.
