The Information Technology (ITG) division of the National Association of Insurance Commissioners (NAIC) has an exciting opportunity for a Regulatory Enablement Lead (SERFF and AI Solutions). The Regulatory Enablement Lead is responsible for onboarding, enablement, and sustained adoption of CLARA (Compliance Language Assistant for Regulatory Analysis) and other regulator-facing AI solutions. This role bridges product, technology, and regulatory users to support effective adoption and expansion of regulatory tools. This is a full-time remote position. Residency within a 100-mile radius of the office Kansas City, MO is required.
Responsibilities Include
+ Serve as the primary external point of contact for regulatory organizations interested in CLARA, leading outreach, onboarding, and enablement activities.
+ Coordinate training, documentation, and guidance to support effective and consistent use of CLARA.
+ Coordinate day-to-day responses to user questions, workflow challenges, and enablement needs.
+ Collect, synthesize, and communicate user feedback to inform ongoing product and technical improvements.
+ Track adoption, usage patterns, and onboarding progress to support data-informed decision-making.
+ Develop and maintain enablement materials, playbooks, and best practices for CLARA.
+ Identify and champion additional use cases for regulatory enablement tools and processes.
Management Responsibilities
This position does not have direct reports.
Minimum Education and/or Experience Required
+ Bachelor’s degree and 5-7 years of relevant experience or equivalent combination of education and relevant experience.
+ Relevant certifications (e.g., product management, change management, project management, insurance, AI/machine learning) are a plus
Preferred Experience
+ Interest or experience in applied AI, regulatory technology, or modernizing regulatory workflows
+ Experience related to insurance rate and form filings
+ Experience using the SERFF system as either an industry filer or a regulatory reviewer
+ Ability to work independently while collaborating closely with cross-functional teams
+ Experience building trust and credibility with external partners or customers
+ Strong ability to work across product, technical, and regulatory stakeholders to support adoption of complex platforms
+ Excellent communication skills, with the ability to explain technical or AI-enabled concepts to non-technical audiences
+ Proven organizational and coordination skills, including managing multiple onboarding or enablement efforts simultaneously
+ Ability to learn and effectively use NAIC platforms and regulator-facing tools, including SERFF and CLARA
+ Comfort working with web-based applications, collaboration tools, and virtual training or support platforms
+ Knowledge of or experience with large language models (LLMs), generative AI, and related emerging technologies, including the ability to understand practical business and regulatory use cases
+ Experience or capability working as part of a software development team, preferably in Agile environments and collaborating with product, engineering, and cross-functional delivery teams
Systems & Technology Requirements
Microsoft 365 applications, including Outlook, Word, Excel, PowerPoint, and SharePoint
Travel
This position requires periodic travel to NAIC member meetings, state visits, and other related events, with an estimated 6-10 trips annually. Must be able and willing to travel to locations throughout the United States and with such frequency as necessary to meet the needs of this position and the Association.
Compensation
$80,000- $90,000, commensurate with education and experience.
