The Residential/Agricultural Field Manager oversees the annual parcel maintenance project, sales verification, and new construction review of all residential and agricultural properties. This position directly supervises Senior Residential Appraisers and Agricultural Appraisers. Provides training and quality assurance for Senior Residential/Agricultural Appraiser inspections. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practices (USPAP).
Annual appraisal database maintenance.
- Supervise, coach, and evaluate the performance of assigned personnel.
- Develop, implement, and maintain training curriculums, policies, guidelines, quality assurance plans, and schedules that provide the necessary training, skills, and periodic updates to staff for the successful and consistent completion of annual database maintenance projects.
- Perform quality control for residential and agricultural sales, new construction, and annual parcel maintenance project.
- Respond to inquiries from taxpayers, attorneys, realtors, and property management firms.
- Follow and comply with annual PVD Revaluation Maintenance Specifications and Compliance Guide.
Annual property appeals.
- Develop staffing schedules, manage, and train staff for Informal Equalization and Payment Under Protest appeal meetings.
- Provide a high level of customer service while conducting Informal Equalization and Payment Under Protest appeals.
- Fully explain property values and the appraisal process to property owners and/or their representatives as needed.
- Conduct Board of Tax Appeal hearings, both Small Claims and Regular Division when needed.
Final reconciliation of values.
- Develop an unbiased final opinion of market value for each parcel of property as assigned.
- Review all appropriate market information to establish appraised values utilizing market models.
