Distinguishing Features of Work

Are you an experienced leader ready to make a visible impact in Wichita’s neighborhoods? As the Neighborhood Inspection Administrator for the Metropolitan Area Building and Construction Department (MABCD), you’ll lead a team dedicated to enforcing nuisance, zoning, and minimum housing codes to combat blight and improve quality of life citywide. This position plays a vital role in maintaining safe, clean, and livable communities by overseeing compliance operations, managing division-wide budgets, coordinating with internal departments and external agencies, and implementing strategic enforcement priorities as established by community demand and elected officials. You’ll represent the department to the public, neighborhood groups and various advisory boards. This is a high-visibility leadership position for an experienced professional committed to positively impacting the community through the essential work of code enforcement.

Examples of Work Performed

  • Supervises eight (8) employees directly  and coordinates all actions of MABCD’s Neighborhood Inspection Division’s work to resolve property related concerns to include residential premise, structural and zoning violations.
  • Oversees non-salary operating expenditures budgets of approximately $1 million
  • Assists the MABCD Director in developing budget and performance data products for the City
  • Manages the departmental portion of contract issuance and renewal for all contracted services utilized by Code Enforcement Division
  • Prepares condemnation/dangerous building removal proceedings on unsafe structures, and directs coordinated and/or targeted dangerous building condemnation efforts.
  • Reviews, suggests and drafts recommended code changes.
  • Develops and refines standard work processes, procedures and protocols as needed.
  • Works closely with other City departments,  particularly Fire, Police and Law  when interdepartmental action is required to address emergent or chronic property issues.
  • Mediates difficult or unusual problems or situations.
  • Represents MABCD’s Neighborhood Inspection Division at neighborhood association, District Advisory Boards and other groups (as invited) to educate citizens about codes and code enforcement. 
  • Compiles reports of actions, maintains records, and answers citizen inquires.

Requirements of Work

  • Working knowledge of City nuisance, zoning and housing code.
  • Working knowledge of municipal budgeting and budget tracking software basics
  • Ability to read and interpret codes, ordinances, and regulations
  • Ability to transverse uneven terrain and/or rotted or uneven floor surfaces; ascend and descend steps or a ladder; stoop and/or crawl to look into or under building crawl spaces, cellars, attics and foundations
  • Ability to develop and maintain effective working relationships with associates, and the public
  • Ability to communicate clearly and effectively, both orally and in writing
  • Ability to acquire and maintain a Kansas Driver's License as required
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
