About This Role
Kansas State University is a management entity for the Climate Resilient Cereals Innovation Lab (CRCIL), which is funded by the U.S. Government. This program requires significant financial management support to ensure it meets program objectives and adheres to state and federal regulations. A full-time fiscal analyst will be essential for effective management of multiple program accounts and subawards across four countries and multiple institutions.
Duties/ Responsibilities:
- Work in collaboration with the CRCIL Director and Associate Director in providing leadership and coordination of the fiscal evaluation, reporting, and management of grant projects and sub-award grant programs.
- Lead all accounting activities and prepare all financial analysis and reports for all activities.
- Assist with federally funded project budgeting and expenditure projection reporting.
- Create subaward contract budgets and budget justifications for award submission.
- Monitor all expenditures to ensure they are allowable for the work performed and in compliance with all federal, state, and university regulations and policies.
- Facilitate payments to entities receiving sub-awards, host country partners, and foreign vendors. Will need to take into consideration tax issues, IRS forms, and wiring funds all within a quick timeframe.
- Assist with developing strategies to build institutional fiscal capacity at foreign subaward sites.
- Interface with US based and host country financial officers to ensure fiscal operations are conducted in compliance with K-State policy and national best practices.-Monitor all sub-recipient award budgets to ensure that budgets are either followed or adjusted as project goals fluctuate and change via the internal and external reporting system.
- Complete all Central Export Control Registration reporting requirements.
- Track and report as necessary all equipment purchased with grant funds.
- Conduct continual internal auditing of all facets of the grant, ensuring all financial activity is in compliance with all federal, state and university regulations and policies.
- Ensure that all domestic and international travel on federal grant funding is compliant with Fly America Act policy.
- Ensure documentation is available for audit purposes for all CRCIL activities.
- Monitor all CRCIL related faculty and staff salary distributions to ensure they are compliant with grant salary allowances.
- Assess risk related to foreign subawards to develop post award reporting requirements that should be included in contracting language.
- Establish and maintain strong communication with central financial services.
- Prepare documentation packets to ensure that subaward contract requests can be initiated in a timely manner by Pre-Award Services.
- Collaborate with Pre-Award and Post-Award Services and Innovation Lab team members to ensure that all rules, regulations, laws and policies concerning the fiscal maintenance of grants and contracts are followed and documented.
- Assist Post-Award services with the completion of the SF-425s, country reporting, and cost share reporting.
- Maintain financial statements of Management Entity (ME) personnel including credit card statement and payments.
- Monitor all expenditures to ensure they are allowable for the work performed and in compliance with all federal, state and universities regulations and policies.
- Process invoices for payment for the ME activities and partners associated with CRCIL.
- Complete SRO financial statements to be reported to the Budget/ Fiscal Officer.

What You'll Need to Succeed
Minimum Qualifications:
- Requires a high school diploma (or equivalent) and five years of relevant experience. Requirements may be met through a combination of work experience and education.
Preferred Qualifications:
- Degree in accounting, business, finance or related discipline or Master's degree in business administration.
- University post-award grant experience.
- Knowledge of budget/accounting and procurement practices, procedures, and principles.
- Proven ability and experience in compilation, analysis, and interpretation of financial reports.
- Experience with responsibilities requiring attention to detail and applying independent judgment with a high degree of accuracy and accountability.
- Inquisitive, comfortable, and experienced in performing in-depth research.
- Proven organizational skills with ability to meet tight deadlines and work independently.
- Experience responding to needs and requests of a wide range of clients in a friendly and effective communication style.
- Experience working on a successful team and demonstrated commitment to a team atmosphere.
- Experience complying with federal, state, and university regulations and policies.
- Previous experience with international programs, partners, and federal funding agencies.
