Job Description
Position Summary: Under the supervision of the County Administrator and the policy direction of the Board of County Commissioners, the Health Director assumes the overall planning, budgeting, personnel and other administrative functions of the Department. This employee coordinates local government response to public health, coordinates and networks with other organizations and services. Supervision is exercised daily over all employees and programs of the agency. Although work is preformed according to federal and state guidelines, the employee in this position must exercise considerable independent judgment when carrying out responsibilities of the position.
Examples of Work (Essential Functions):
- Acts as a liaison between Governing Body and groups of health care professionals;
- Provides health expertise and leadership for programming, investigation, continuous improvement, and best practices for health department and public health;
- Organizes and leads response teams to prevent, minimum and contain adverse health events and conditions resulting from communicable diseases;
- Uses public surveillance/disease investigate methods in community outreach screenings and case findings;
- Responds to public and media inquiries; provides presentations to civic and church organizations;
- Directs community health assessment, develops and implements a community improvement plan; builds partnerships committed to a healthier community;
- Deals with health service complaints voiced by the general public;
- Directs and supervises nursing care to high risk expectant mothers and babies;
- Initiates and participates in community programs for health department program education;
- Maintains all department files;
- Maintains health records on clinic, individual, and family services;
- Prepares and implements an effective budget annually;
- Monitors and prepares monthly, quarterly, and annual reports for financial and grant purposes;
- Supervises, evaluates, hires, and terminates all health department personnel;
- Works with department supervisors in developing goals and procedures;
- Writes grant applications and administers grant funds;
- Stays abreast of developing trends, research, and professional assessments of public health theories and practices to ensure continuous quality improvement of services and interventions in health department programming, response, administration and management;
- Networks and develops partnership at the local, state and national level to provide high quality programming;
- Performs other duties as deemed necessary or as required.
Abilities, Knowledge, Skills:
- Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis;
- Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems;
- Ability to convey and receive detailed or important instructions and information to and from the general public;
- Ability to deal with a variety of abstract and concrete variables;
- Ability to effectively present information to top management, public groups, and/or boards of directors;
