Job Description
Position Summary:
Under the supervision of the City Administrator, the Supervisor performs the day-to-day administration of the Wastewater and Water divisions. The position is a field supervisor responsible for the operation, maintenance and repair of the City’s collection system, distribution system, and wastewater treatment facility. Salary dependent upon qualifications, certifications & experience. The position is a non-exempt position under FLSA.
Key Responsibilities:
- Supervision & Training: Assigns tasks, evaluates performance, trains operators, and fosters a team environment
- Operations Management: Oversees daily plant functions, controls treatment processes, schedules maintenance, and manages equipment
- Maintenance & Repair: Inspects, troubleshoots, schedules, and directs repairs for mechanical, electrical, and collection/distribution systems
- Administrative Duties: Prepares reports, maintains records, manages budgets, requisition supplies, and handles public/contractor relations
- Emergency Response: Leads emergency repairs and acts as on-site representation during incidents
Essential Functions:
- Ensures safe and potable water is supplied to the citizens of Rose Hill
- Provide field supervision for employees in the utilities department
- Oversees laboratory testing and sampling programs
- Operates Wastewater Treatment Facility to ensure compliance with Kansas Department of Health and Environment, Kansas Division of Water Resources, Environmental Protection Agency, or other requesting agencies
- Prepare and maintains proper records, reports, and documents related to infrastructure operations, maintenance, water quality, water production, water treatment, water pumping and storage, and other division activities as required
- Tract and record the condition of all division-related infrastructure and make recommendations for improvements
- Manage purchase order requests and ordering of equipment, parts, and supplies needed for the division within budgetary guidelines
- Provide recommendations regarding water distribution system, wastewater collection system and treatment operations and needs
- Operate heavy equipment including but not limited to trucks, dump truck, loader, backhoe and skid steer
- Operate a variety of power and hand tools in a safe and efficient manner
- Maintain records of work through various software applications including but not limited to work order system, asset management systems and geographical information systems
- Must maintain absolute confidentiality of information, data and records obtained through or because of employment with the City.
Marginal Functions:
- Monitors and maintains Water, and Wastewater equipment
- Provides assistance by fielding questions, concerns and complaints from the general public
- Inspects water and sewer service lines
- Assist other departments within Public Works
- Performs other duties as deemed necessary
Position Requirements
Experience:
- Two to four years of similar or related experience is required. Employee is expected to have acquired the necessary skills and information to perform the job within one year of employment
Technical Skills:
- Thorough knowledge of operating and maintaining wastewater treatment equipment, computers, department policies, equipment maintenance and a working knowledge of mathematics ids required
- Must operate pumps, engines, generators, department vehicles, computers and other department equipment
- Maintains all facets of the distribution system, collections, and wastewater processes
- Should possess excellent public relation, supervisory, organization, oral and written communication skills
Working Conditions:
- While performing essential functions of this position employee will encounter outdoor adverse weather and working conditions including but not limited to temperature extremes, rain, snow, ice and confined space. The employee may regularly be exposed to but not limited to blood borne pathogens, hazardous chemicals, heavy machinery, and fumes. Hearing protection is occasionally required.
