Job Description
The HR Director is responsible for overseeing all human resources functions for the MPA. This position develops and implements HR strategies aligned with business objectives to attract, develop, and retain top talent. Key responsibilities include talent acquisition and management, employee relations, performance management, compensation and benefits administration. The HR Director serves as a key advisor to senior leadership and fosters a positive workplace culture.

Essential Functions Statement(s)
- Formulates and recommends Human Resources policies and procedures.
- Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.
- Duties include establish wage and salary review, pay policies, performance appraisal programs, employee benefit programs and services and safety and health programs.
- Conducts a continuing study of all Human Resources policies, programs and practices to keep the organization abreast with current practices and informed of new developments.
- Recommends changes on job descriptions based on discussions with managers and with trends in the workplace.
- Perform audits and coordinate with department supervisors to determine job functions and duties for the positions.
- Supports HR Coordinator in the recruitment and hiring process for non-faculty candidates
- Coordinates and performs pre-employment screening and New Hire Orientations for all faculty staff
- Recommends use of HR consultants, insurance brokers, insurance carriers, pension administrators, training specialists, legal counsel and other outside sources.
- Supports HR Coordinator as needed for the recruitment processes, appropriate advertising, review, screen and interview appropriate candidates for each open position
- Oversees the administration of benefits, health, dental and life insurance plans, disability, flexible spending accounts, COBRA and leaves of absence.
- Administers health, dental and life insurance plans, disability, flexible spending accounts, and COBRA and leave of absences with support from the HR Coordinator
- Assists with retirement benefit programs and records/reports.
- Participates in compensation/benefits research to ensure competitiveness with market rates and new benefit offerings.
- Identifies legal requirements and government reporting regulations affecting the HR function (e.g. OSHA, EEO/AAP, TEFRA, ERISA, Wage and Hour, and HIPAA).
- Completes and submits yearly reports for HR (VETS 4212, AAP, EEO-1)
- Coordinates all student preceptors doing rotations in MPA Clinics
- Handles employee relations and reviews employee concerns through complaint procedure.
- Oversee, document, and respond to compliance-related inquiries. Investigate reports of compliance concerns.
- Serve as primary contact with respect to government inquiries or investigations. Monitor changes in statutes, regulations and program guidance and identify necessary changes to comply with such changes.
- Provide support to HR Coordinator in employee evaluation process.
- Provide support to HR Coordinator for employee recognition program(s) and activities.
- Provide support for monthly Headline News newsletter.
- Assist the HR coordinator with special office functions and employee events to include benefit open enrollment, annual compliance training, annual OSHA training, and Holiday gifts/luncheon.
- Provide support and partner with academic department of KUSM-W, respond to MPA member benefit questions, assist with faculty/member recruiting and orientation processes.
- Responsible for securing all malpractice coverage for member providers through the Kansas Healthcare Stabilization Fund.
- Partner with KUSM-W Human Resources Department in faculty/member issues.
- Oversees and helps coordinate MPA employee recognition program.
- Monitor and comply with all HIPAA Privacy and Security laws and regulations.

Supervise:
- Full Time HR Coordinator – responsible for daily maintenance of all benefit functions, recruitment and screening processes, new employee orientation, time keeping, payroll processing, employee recognition and front desk reception duties.
- Full-time Office Coordinator – responsible for processing medical records requests, managing flow of walk-in traffic, manages inventory of kitchen supplies and orders when needed, manages office supplies and orders when appropriate. Assists with HR personnel files.
