Distinguishing Features of Work
The Assistant Pension Manager plays a pivotal role in supporting the Pension Manager in overseeing the daily operations and strategic direction of the City of Wichita’s retirement systems, which include both defined benefit and defined contribution plans. This position blends technical expertise with leadership responsibilities, directly contributing to the stability, efficiency, and long-term performance of the City's pension and deferred compensation programs.

Wichita Retirement Systems (WRS) serves over 3,000 retirees and beneficiaries, alongside more than 3,000 active and deferred participants, maintaining a strong funded ratio of 88%. The Assistant Pension Manager is integral to the smooth operation of these systems, overseeing financial reporting, ensuring regulatory compliance, managing vendor relationships, and supervising staff. This role also actively supports the development and execution of strategic initiatives, ensuring the continued success and growth of the City’s retirement systems.

Examples of Work Performed

  • Develops, maintains and monitors the budgets for the retirement systems, Pension administration and the Deferred Compensation Program.
  • Reviews and analyzes ordinances, pension data and actuarial, investment, and financial reports.
  • Prepares the annual budget, Comprehensive Annual Financial Report, and special ad hoc reports to the Pension Boards and the Deferred Compensation Board.
  • Prepares and/or coordinates Pension Management publications.
  • Develops and oversees Pension Management websites.
  • Oversees and manages Pension Management databases.
  • Assists in the oversight of all technical, financial, and retiree payroll operations.
  • Assists in the oversight of Pension Management's computer applications.
  • Conducts research, prepares reports, and presents report results as requested.
  • Assigns, delegates, and reviews the work of professional and technical subordinates.
  • Communicates directions and information to professional consultants, providers, and managers for the retirement systems.
  • Assists in the development of requests for proposals.
  • Develops and oversees Pension Management educational programs.
  • Carries out the duties of the Pension Manager in his/her absence.
  • Completion of work assignments may require the operation of a vehicle.
  • Other related duties may be assigned as needed

 

Requirements of Work

  • Knowledge of, and the ability to apply, retirement and pension fund administration practices, principles, and procedures.
  • Proficiency in using computers to develop electronic spreadsheets, perform basic mathematical and descriptive statistical operations, and produce written documents using word processing applications.
  • Knowledge of, and the ability to prepare, budgets and implement effective budgetary controls.
  • Knowledge of, and the ability to apply, management principles and techniques.
  • Knowledge of, and the ability to apply, accounting principles and practices.
  • Ability to interpret and apply relevant state, federal, and local laws, statutes, and regulations.
  • Ability to conduct statistical studies and present data in written, graphical, and oral formats.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to develop and maintain effective working relationships with colleagues, other employees, retirees, and representatives of external organizations.
  • Strong verbal and written communication skills.
  • Completion of work assignments may require the operation of a vehicle.
  • Must not pose a direct threat to the health or safety of others in the workplace.
