Position Summary & Responsibilities:

Position Summary: Continuously monitors information presented on advanced traveler information systems; evaluates traffic congestion, emergency situations, and traffic delays for appropriate actions taken on dynamic message signs and other traffic control devices. Ability to utilize the ATMS correctly be setting up incidents in proper location and monitoring and documenting incident activity. Make appropriate incident management decisions in relation to proper DMS selection and message design.  Achieve core competence of performance measures for the Scout system as determined by Scout leadership. Classify and create events correctly based on event type.
Ability to properly determine correct location and response for incident management.  Effectively operate all proprietary software packages utilized in the KC Scout TOC.  Document all corridor activity on incident.  Be able to correctly identify, in order, all exits in both directions on the core interstates of the Scout system (I-35, I-70, I-435) based on current system extents.  Make 1 field visit to each of the core interstates.
Communicates with police dispatchers and other traffic centers to advise the location and nature of incidents affecting traffic and requiring service agency response (police, fire, emergency medical services, etc.). Gather traffic related information, disseminate and correctly communicate this information effectively to Scout’s partners. Document these contacts.
Remain focused to monitoring changing traffic conditions.  It is the responsibility of the operator to detect events without prior notification from a partner agency.  Continue to monitor and correctly post DMS messaging that follows department guidelines. Observes console indicators to control processing and storage of data; checks and corrects malfunctions by referring to operating instructions.

Qualifications:

Education: High School Diploma or GED equivalent.

Licensing & Certification: Valid Drivers License. 

Necessary Special Requirements:Requires excellent communication skills including radio, telephone, computer and other electronic media.

Post-Offer, Pre-employment Requirements: Must submit to and pass a thorough background investigation, including fingerprints. Ability to sit for long periods of time, perform repetitive motions with one or more extremity, reach, and move in confined areas.
