DEFINITION
To direct, manage, supervise, and coordinate the programs and activities of the Electric Distribution Division within the Electric Utility Department; to coordinate assigned activities with other City departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Electric Utility Director and Deputy Director.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Electric Utility Director and Electric Utility Deputy Director.
Exercises general supervision over supervisory, professional and technical staff.
ESSENTIAL AND MARGINAL FUNCTION ST AT EM ENTS—Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Assume management responsibility for all services and activities of the Electric Distribution Division including planning, directing, assigning, reviewing and coordinating the operations and maintenance of the electrical distribution systems; ensure compliance with state and federal regulations .
- Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs including power line clearance, power line maintenance and construction, and equipment maintenance; recommend and administer policies and procedures.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Electric Utility Director; implement improvements.
- Plan, direct, coordinate, and review the work plan for Electric Distribution Division; assign work activities, projects and programs; review and evaluate work products , methods and procedures; meet with staff to identify and resolve problems.
- Select, train, motivate and evaluate Electric Distribution Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Oversee and participate in the development and administration of the Electric Distribution program annual budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
- Serve as liaison for the Electric Utility Department with .other City departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
- Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
- Provide responsible staff assistance to the Electric Utility Director and Deputy Director.
- Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Electric Utility programs, policies, and procedures as appropriate.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of electrical distribution.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Perform related duties and responsibilities as required.
Requirements
QUALIFICATIONS
Knowledge of:
Operations, services and activities of a comprehensive electrical distribution program. Organizational and management skills to analyze programs, policies and operational needs. Modern and complex principles and practices of electrical distribution.
Principles and practices of program development and administration.
Electrical distribution theory, principles and practices and their application to a wide variety of services. Recent developments, current literature and sources of information regarding electrical distribution.
Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation.
Pertinent Federal, State and Local laws, codes and regulations.
Ability to:
Plan, organize, direct and coordinate the work of supervisory, professional and technical personnel. Select, supervise, train and evaluate staff.
Delegate authority and responsibility.
Lead and direct the operations, services and activities of the Electric Distribution Division.
Identify and respond to community and City Commission issues, concerns and needs.
Develop and administer, divisional goals, objectives, and procedures. Prepare clear and concise administrative and financial reports using Excel or other software.
Prepare and administer large and complex budgets.
Analyze problems, identify alternative solutions, project consequences of proposed actions and
implement recommendations in support of goals.
Ability to:
Interpret and apply Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:

lifting and/or carrying moderate to heavy objects

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of increasingly responsible experience working in the administration, planning, distribution of electrical energy. Six years verifiable work experience as Journeyman Lineman with demonstrated increasing supervisory responsibility.
Training:
Equivalent to an associate’s degree from an accredited college or university with major course work in electrical engineering or a related field; journeyman certification upon successful completion of an accredited apprentice program
Licenses or Certificates
Possession of, or ability to obtain, an appropriate, valid State of Kansas, Class A or B Commercial Driver's License.
WORKING CONDITIONS
Environmental Conditions:
Travel from site to site; exposure to high voltage, electrical energy, radiant energy.
Physical Condition:
Essential functions may require maintaining physical condition necessary for walking, standing and sitting
for prolonged periods of time; ability to distinguish color; general manual dexterity; moderate or heavy lifting and carrying.
