Job Description

Distinguishing Features of Work
This is routine to moderately complex work procuring materials and equipment of the best grade and most favorable prices. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

The day and hours for this position: Monday-Friday 8:00am-5:00pm

Examples of Work Performed
Compiles information and records to draw purchase orders for procurement of a variety of items.

Evaluates comparative information regarding prices, specifications, and delivery dates of supplies.
Evaluates quotations and bids from suppliers.
Coordinates emergency and rush orders.
Confers with vendor representatives and explains the City's purchasing policies and budgetary limitations.
Consults with other divisions relative to requisitions, specifications, costs and delivery of goods.
Resolves delivery and/or payment questions and problems.
Monitors and evaluates market trends.
May supervise support staff.
Completion of work assignments may require the operation of a vehicle.

Requirements of Work
Considerable knowledge of purchasing principles and practices.
Knowledge of methods employed in the preparation of specifications, solicitations and contracts including documentation and recordkeeping for audit purposes.
Knowledge of grades and quantities of commodities purchased and sources of supply.
Knowledge of the standard computer keyboard configurations and ability to access, interpret, and record information using a video display terminal and electronic keyboard.
Ability to read, interpret, and analyze bids, contracts, and related purchasing documentation.
Ability to quickly develop knowledge of municipal regulations and ordinances governing purchases.
Ability to develop and maintain effective working relationships with associates, employees of other Departments, and representatives of other organizations.
Ability to communicate clearly and effectively, both orally and in writing.
May require ability to acquire and maintain a valid Kansas driver's license.
An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
One year or more experience in a public procurement agency preferred.
One year or more experience testing Enterprise Resource Planning (ERP) procurement workflows, validation, and/or general understanding of procurement function as a part of the larger ERP business cycle environment preferred.  
One year or more experience with completing procurements using state and federal grant funding sources (Coronavirus Aid, Relief, and Economic Security Act (CARES); American Rescue Plan Act (ARPA) preferred.
Required Experience and Training
Graduation from a four-year college with a degree in business or public administration or a related field and one year of experience performing actual purchasing duties and activities. Experience should include preparation of specifications, completion of the full procurement solicitation process, writing contracts and ability to communicate directly with vendors on all aspects of the procurement process. An equivalent combination of education and experience will be considered. Offers of employment will be made contingent upon passing a pre-employment physical, which will include drug screening, and upon satisfactory evaluation of the results of a police records check. Must be legally authorized to work in the United States without the need of a sponsorship.
