Provides administrative oversight to the contracts accounts payable functions within COMCARE which includes supervising the bookkeeping staff. Provides direct oversight over the City of Wichita Liquor Tax Program and provides leadership over the administrator of the Liquor Tax Coalition. Assists Health and Human Services (HHS) with all contracting and grant work including keeping the contract database up to date and the input of all COMCARE items into agenda and contract management system. Administrative Oversight of the City of Wichita Liquor Tax Contracts.
Sets Coalition meeting agenda and conducts meetings
Conducts research, site visits, and analyzes outcomes for participant agencies
Evaluates and determines participant agency success or failure and makes key funding recommendations to the coalition
Develops/drafts all contracts for the City of Wichita Liquor Tax Grant
Develops all reports and outcomes for the Liquor Tax Contracts
Identifies and investigates any irregularities and conducts on-site visits to outline concerns and define improvement expectations for any non-performance areas
Provides effective and professional administrative oversight and support to the Liquor Tax Coalition
Contract Management and Negotiation
Key member of negotiations team, advising and participating in negotiations with vendor, providers and partners
Drafts and presents items for consideration before governing bodies including Wichita City Council and on occasion Board of Sedgwick County Commissioners
Manage and provide oversight of all assigned contracts and manage the accounts payable process for each
Process payments for contracted services in a timely and accurate fashion
Input all contract requests into agenda and contract management system to be reviewed and approved by appropriate County officials
Process all assigned contracts and input contract information into the Health and Human Services and County contract databases
Directs and oversees COMCARE purchasing and reimbursement programs
Reviews, analyzes and makes recommendations regarding COMCARE and Sedgwick County policies affecting travel/mileage/professional development reimbursement and purchasing programs
Communicates expectations, requirements and changes regarding these programs division-wide
Personnel Management and Supervision
Provides training, leadership, and coaching to staff
Evaluates staff through performance goals and competencies assessing quarterly and annually
Conducts interviews for vacant positions supervised and makes hiring recommendations
Approves staff time and leave requests via e-timesheet
Minimum Qualifications: Bachelor’s Degree in Public or Business Administration or a related field. Demonstrated leadership or supervisory experience. Must have a valid Kansas Driver’s license and current proof of automobile insurance. Must be able to safely operate a motor vehicle and meet driver qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy. Meet the specifications as outlined in the CMHC licensing standards and pass KBI, DCF child abuse check, adult abuse registry, and motor vehicle screens. Must complete orientations provided by Sedgwick County and COMCARE.
Preferred Qualifications: One year of supervisory experience.
