Job Description

Distinguishing Features of Work

This is professional administrative work providing overall direction for, and management of, public information and public relations programs for the City. This position assists the Director of Communications in developing, implementing, managing, and evaluating strategic communication plans across multiple platforms. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

Examples of Work Performed:

•Plans, directs and oversees the development and communication of information designed to keep the public and City employees informed of City activities, overall accomplishments and strategic issues and policies
•Evaluates current events and media reports for potential impact on the Mayor/staff and recommends follow up actions, proactively dealing with sensitive issues for the Mayor or senior staff
•Assists City Council, City Manager and other City administrators in preparing for news releases and news conferences
•Represents the City as spokesperson with the media by responding to press inquiries, developing and issuing press releases and conducting press conferences.
•Assists with the development and implementation of City-wide and departmental communication plans, strategies and related evaluations
•Researches background information and composes speeches and letters for officials and administrators and composes responses to specific requests from citizens
•Oversees the dissemination of information to the public, e.g., public service announcements, informational brochures and news conferences
•Represents the City Manager at meetings and serves as liaison to groups and other governmental jurisdictions
•Reviews and rewrites all public form letters from City to residents for clarification such as special assessment notices, and public nuisances
•Coordinates, promotes and oversees special events, such as dedications, dinners, and award programs
•Completion of work assignments will require the operation of a vehicle

Requirements of Work:

•Considerable knowledge of state and local government structure
•Considerable knowledge of journalism practices and editing techniques; considerable knowledge of public relations and information program development
•Ability to prepare articles for publication
•Ability to understand and facilitate the use of emerging communication technologies
•Considerable knowledge of urban dynamics and City government; considerable knowledge of communication policies, procedures and planning principles and methods
• Considerable knowledge of principles and practices of communication media; and considerable knowledge of management practices and principles
•Exemplary ability to develop and maintain effective working relationships with associates, employees of other Departments, representatives of other organizations, City officials, and the public
•Exemplary ability to communicate clearly and effectively, both orally and in writing.
•Must be able to acquire and maintain a valid Kansas driver’s license
•An employee shall not pose a direct threat to the health or safety of other individuals in the workplace

Required Experience and Training:

Graduation from an accredited four-year college or university with a Bachelor’s degree in journalism, public relations, mass communications, public administration, or a closely related field and at least four years of experience in public information and/or corporate or public communication activities. Two or more years of direct supervisory or communications lead experience is preferred. An equivalent combination of experience and training may be considered. Offers of employment will be made contingent upon passing a pre-employment physical, which will include drug screening, and upon satisfactory evaluation of the results of a police records check.
